Wi-fi keeps turning itself on

I have a strange issue. I always have wi-fi turned off on my Mac.
Lately it's been turning itself on! I have the icon on the top of my screen and all of a sudden I look and it's activated.
I checked all my settings, requiring a password to turn wi-fi on and it's still doing it.
Kind of eerie

It's been awhile since I had a Mac... on a PC, one could just disable the
driver and then there's no way it's coming back on.

Are you checking "save" after disabling the Wi-Fi?  I'm not familiar with Macs, but learned the hard way with Windows about the necessity of the "save".

Everytime a disrupture in the electricity mains may cause the modem to reset into default, which is Wi-fi on.

It's actually my computer that is getting activated. It's set to stay off and needs a password to turn on again, yet it's doing it all by ltself

1)  you do know about the NSA and such, hmm?  
you are not alone in the use of your computer. 
:)  and being aware of EMR might draw 
attention to you and your computer.  i was 
in a very 'interesting' situation in eugene oregon
that sounded very much like the descriptions of 
"targeted individual'.  

2)  i have found that my wired/ethernet
iMac does not turn on wifi by itself, but if i 
disconnect my macBookPro from ethernet, it 
starts searching for wifi.  

3)  yesterday, everything was quiet and i was 
not using my computer and i heard something 
similar to when a telephone is picked up - 
through the computer.  

4)  my computer cursor has often moved "of 
its own accord" for several years now.  seems a 
bit strange to me.  no hands, in fact some 
times i've been steering in the opposite direction
when it seems to take its own course...  usually 
down and to the left, as if i have a PC and it is 
going for the "start" (or is that "stop"?) button.

we are not as alone as we think.

Patricia, thank you for your comments.  I had never thought of EMR awareness causing one to be an even more 'interesting' individual, but it makes sense.

I recently had a peculiar thing happen when using Skype. I was attempting a Skype video call with a young relative whose mother was helping to set up the call on their end.  Upon them answering the call a brief viewing of the youngster (in motion) appeared and then rapidly disappeared as Mom explained that she forget to plug in the external webcam.  I stated that I had briefly seen them on my computer screen without the webcam but that the video quickly disappeared. I was told that was not possible!

This leaves me wondering if we are being 'viewed' along all else we do on our computers?

It stopped doing it for a few days (although it was hard to check since Apple disabled my ethernet card with a stealth update)
Finally got my ethernet back but today it turned itself on. I have my settings set to ask the administrator for permission and it still did it.
Very frustrating

Someone told me how to disable wi-fi completely.
In system preferences-network.
Click on wi-fi, then look below for a symbol that looks like a gear. You can completely disable wi-fi from there.

i had to revert to 10.6.8 - i am firmly convinced 
that the new operating systems have a 'homing' 
device that tries to locate it at all times, thus 
creating a pulse... an intermittent pulse that 
fries my brain and gives me cramps in my legs, 
etc... stabbing pains in my head, swelling 
under my skull... so you might consider going 
to an earlier operating system that doesn't have 
that feature.  ?!??!  
i can live with 10.6.8, but not later versions.  
one of my roommates is an IT expert and he 
says 10.6.8 was the best apple has made.

Do you have iCloud enabled? I never had before but signed on with the new OS. Maybe that's the culprit? I don't have iCloud enabled on my mother's Mac with the same OS and iwi-fi doesn't turn on on her computer

i had to revert to 10.6.8 - i am firmly convinced 
that the new operating systems have a 'homing' 
device that tries to locate it at all times, thus 
creating a pulse... an intermittent pulse that 
fries my brain and gives me cramps in my legs, 
etc... stabbing pains in my head, swelling 
under my skull... so you might consider going 
to an earlier operating system that doesn't have 
that feature.  ?!??!  
i can live with 10.6.8, but not later versions.  
one of my roommates is an IT expert and he 
says 10.6.8 was the best apple has made.

I will.
The only issue I have is that when I attempted to turn iCloud off it warned me that everything I have on iCloud will be deleted from my computer.
I have to go on the forums to find out. It doesn't make sense though, iCloud should just be a mirror of what I have on my computer
