Why is tower radiation dangerous?

I have heard that you should turn off your cell phone when not using it because as long as it is turned on it is receiving radiation from the cell towers. I can see if you are talking on your cell you are sending signals out, and therefore into your brain, but just leaving it on merely let's your phone receive signals... how does that radiate back into your body if it is held near? They say you should not wear the phone on your body for that reason.

the cell phone constantly makes and confirms links with the cell towers ie  
hand shakes when it does this it puts out a burst of radiation, I think it
does this when signal strength varies so if its in your pocket or bag
(imagine how many pregnant women have the phone in a bag next to the bump on
their stomachs) also remember that the phone will put out more power to
receive the call when there is an obstacle in the way or absorbing materiel such
as fat in the body.
