I am not an expert, this is just from my own testing, so take it with a grain of salt.
I have never managed to make a signal worse by adding shielding. I used my meters, and the signal never increased, it either stayed the same or became lower. I was able to shift fields from one place to another that were reflecting off the shielding, but it still didn't increase. I think adding EM blankets over windows can never make things worse, unless you have a strong Wifi router right next to the window..
Even if you forget small gaps, the signal is still less... The more covered the better, but some can be missed and it's not horribly bad.
I don't think a wheel chair should cause any interfering issues with the shielding, but it is probably generating an electric/magnetic field when the motor is running. It may be possible to use Mu-metal to shield it, but it's expensive.
