Law Bill Clinton passed not to sue cell cos/ Help

Anyone tell me the law passed by Bill Clinton in the 90's so as we can not sue for health problems due to cell antenna deployment.

I don't think it says you can't sue.  I think it does say that local
governments cannot regulate the health or environmental effects
as long as FCC limits are obeyed.
