I'm not familiar with the way that Roku functions now, but several years ago I had purchased a Roku set from Costco which stated on the box that it could be setup with either Wifi or Ethernet.  I set it up with an Ethernet connection with physical cables to my TV and computer and rapidly detected that I was feeling RF symptoms.

I had an HF35C at the time which indicated that both the Roku set by the TV and the handheld controller were pulsing RF constantly.  Called Roku customer service and after spending a long time on the phone with them, a technician finally admitted that the wireless emitters could never be turned off and always remained on even when an Ethernet connection was setup.
