It is the two immigrants nextdoor-from Latvia or Litauen.
 
After the guy realized that I`d found him out,
he panicked and started zapping me with the high-frequency ringing
as intense as never before,and called an accomplice.

I packed some stuff in my car and left
and was followed and zapped from several vehicles for most of the drive.
No uniformed cars of any kind were involved.

It took them less than twelve hours to set up an appartment
from where they are zapping me now,so they obviously do have resources.

I somehow doubt there will be further updates.
