Grounding for metallic shielding is recommended, otherwise EMF fields from wiring in the walls will go into the shielding and radiate into the room. It's not good to be close to this shielding at all if it's ungrounded, but I found even grounded is still not the greatest.

That's the website of the router. Not all firmwares have TX Power. I gave my neighbor a router with Tomato firmware which has it. You can buy a Tomato router off ebay... or maybe classifieds.

You can do what fog top suggested, it works decently OK, I do use that method too. Just get extra wide foil that is heavy duty, its a bit thicker.. and just pull it up out of the box, and tape it to the top of the wall, then cut at the bottom. Keep doing that and layer overlapping about 2 inches, then spot tape them together here and there. If you tape too much the wall may not breathe any more, so I leave a bit of untaped overlapping parts.

You can also use attic foil, or mesh. I like mesh the most. Foil is very ugly, with mesh you can see the wall still. But with mesh you have to use  small pins so you leave pinholes because it's heavy and falls with tape.  You can get a handyman to build a small wooden frame against the wall that you can line with mesh also, so it's like a mesh wall against the wall, then no need for pins and overlaps can be done a lot tighter against a piece of wood.
Since you need something quick, go for the cheap extra wide foil.. its like $20..and works well, it's just super annoying to see.  I also have a feeling small aluminum particles or positively charged ions may be coming off this foil.. it will get charged from the wires behind the wall.. grounding is iffy with loosely taped foil too. So I don't prefer it, but it does block well. Aluminum is known to cause a lot of health problems, so that's my biggest issue with it.
