I'd go with the 849-20/0004 or 850-20/0004. They have almost twice the common mode inductance of the 848-20/004.

I just did a search on Mouser for AC line filters with 20A capacities or greater, and it looks like the Delta 20DVGG5 and 20DWGG5 are very similar and a little cheaper (at least in the U.S.):

Most of the others in that price range have only one small (<1mH) common mode inductor, so the Delta and Qualtek seem to be the best value.
