It's just contains some offices and classrooms at the University of Minnesota. It was built as part of a government project to test ways of making buildings more energy-efficient and space-efficient.

The ground under Downtown Minneapolis is limestone with a layer of sandstone underneath. So once you cut through the upper layer it's very easy to make caves and tunnels.
