I have a couple of Actiontec DSL Gateway wireless modems. The Wi-Fi has been disabled in the one upstairs and it has never turned itself back on (I'd know in minutes if it had and have RF analyzers to check). The one downstairs however, did keep turning
back on at first, until I realized that I was not saving the disabled setting after changing it.
I feel for you Steve that your modem has a mind of its own and keeps turning the Wi-Fi back on. I have heard some say that their internet provider is sending the commands to re-enable Wi-Fi on their modems.

My cable modem has no wi-fi in it at all, which is great because I don't have to worry about it accidentally getting switched on.
As for cable boxes, like most electronics there can be a huge variation in these -- I used to have a Comcast/Motorola box from around 2006 that didn't bother me at all, then later tried a TIVO from around 2014 that was terrible. I'm currently using a TIVO
from around 2007, which bothers me a little, but far less than that newer model.
