I suppose it depends on how exactly the ions are created.  If they are created in a way that dumps a lot of RF into the environment, then of course that would be bad.  Also, often the amount of ions created by these generators are way beyond anything that would be considered "natural".

I recall the days when I was experimenting with negative ion generators myself.  I recall getting "pins & needles" on my skin, which seems like a fairly common ES symptom.  Eventually I ended up using UV bulbs that created minimal amounts of ozone and ions, which were tolerable to me and got rid of the odors I was trying to get rid of at the time (from cat boxes).  But these still had a "wall-wart" transformer, so did provoke some ES symptoms.
