That could be "dirty electricity".  There are meters that would show that (e.g. Stetzerizer meter).

I once was in a house that had too much voltage, but that was rather obvious, as it was destroying things plugged into it.  :-)

You may also have some kind of wiring issue or bad grounding, I guess.  Although it may be hard to find someone to hire to come over and diagnose that, as it may require someone smarter than your average electrician.
