You could be getting voltage coming in from the computer.  I've certainly encountered
problems with mice that were fixed by changing computers.

But you could also experiment with different types of mice, if your computer supports
them:

  -- ball mouse vs. optical
  -- PS/2 mouse vs. USB
 
In an extreme case, I suppose you could try a fiber optic USB extension cable,
but that would be expensive (although it should eliminate any stray voltage
coming from the computer)
