This is FANTIASTIC news. I would have expected the ruling to be against Health Concerns and for Privacy Concerns. So I find this very encouraging, especially for people with ES to finally get some kind of validation from the Establishment after being beat down by them for so long.
Here is some more encouraging news:

Donna Holt, the head of Campaign for Liberty in VA, talked with VA Attorney General, Ken Cuccinelli, who said his office will not permit forcible installation of smart meters if people contact him. This is wonderful, except he will be leaving his position the beginning of 2014 to run for VA Governor. He has always been a strong defender of Constitutional rights, and also thinks "outside the box" This could be done in other states...for the same reason he is stating (utilities are monopolies and cannot force anything onto people if there is a viable alternative, in this case analog meters).
Below is the email from Donna Holt:
I had an interesting meeting with the Attorney General today. We
discussed smart meters and he told me that if the power company tells
anyone they cannot opt out, his office can do something about that. They
are a monopoly and as such, they cannot force smart meters on anyone
when there is clearly an option, the analog meter.
Please pass this on to others and please let me know if there is anyone
having a problem with any power company regarding this option in Virginia.
