Yes, that has commonly been the case from day one- all across the country.
They were counting on the public not knowing the truth.
did you check out the stopsmartmeters.org?
Lots of info there, another excellent site is: www.W4AR.com, click on smart meters on the left.
Here in Michigan, the utility company has had their representatives at city hall meetings and
we have them on video, answering the question: "Are smart meters mandatory?"
they answer NO. But when their trucks are going door to door in the neighborhoods,
the workers are telling the customers its the law. Unless the customer has been educated
and comes back with: "Show me the law." I will try to find an interesting eye opener of an article
which specifically comes from the public service commission and gov't entities, which states:
smart meters are to be an "opt in" thing, the customer is to request them.
It may take me a bit to find this article, but it is a legal document.

      That's interesting because they made us to believe that they is a mandate. Bizarre. We are going to keep fighting for sure
