I just went to http://stopsmartmeters.org/ to check up on the latest.  
It looks like the fees are illegal.  Scroll down the page to the  
article:  CPUC: PG&E Smart Meter Opt Out Fees “Suspended” Utility  
Lacks Authority to Force Smart Meters or Charge Fees to Keep Analog  
Meters

Can you get the other tenants in your building to opt-out, too?  I  
know how hard it is to convince anyone that smart meters are  
hazardous, especially if they think they will have to pay to keep the  
analog or get an already installed one replaced.  I'm dealing with  
that in my neighborhood, and it's most discouraging.  People who  
aren't yet affected by ES just don't believe RF is harmful.  My  
neighbor across the street doesn't even believe smart meter RF will go  
into his house. I asked him if he could get cell phone reception  
inside his house, and he said yes.  I said S.M. RF was the same--it  
would go into his house from his S.M., and his neighbors' smart  
meters--but he didn't believe me.  Aack!
