I would go for the lock.  Shielding may be tough for something that strong.  Get some encouragement from stopsmartmeters.org to stay strong even when you're bullied into it.

You'll probably need to persuade your neighbors too.  Print out some flyers.  Tell them that 47 california local governments demand a halt to this program.
