It's always difficult to make generalizations about these things,
because laptops range from good to bad (in terms of tolerability
for a particular person), as do cellphones.  So you could probably
find a particular laptop that is better than a particular cellphone
for a particular person, but I suspect that you could find a particular
cellphone that is better than a particular laptop.

But in general, laptops are preferred over cellphones because
you can use them with an ethernet cable instead of communicating
wirelessly with a cellphone tower.  And desktops are preferred
over laptops because you can move the CPU and monitor
further away from you, so you are only in close contact
with the keyboard and mouse.  Although some people still
like laptops better than desktops, because you can use
a laptop while it is being powered by a battery.
