I was told new construction grounds them to a grounding rod & not on water pipes as used to be done.

I believe, tho, Lizzie, there are State codes which enforce this. Here in Pa, they want water pipes grounded, but I know for fact this is not the case in all States.

According to the National Electrical Code, just updated this past year: it is NO longer code for water pipes to be grounded. Code calls for grounding of water line AT the service entrance (this is where the water comes into the house.)
