What do you mean older 4G? And wouldn't AT & T be increasing the bandwidth or whatever they do to make it transmit faster?

Might be a coincidence -- that phone uses the older 4G.

Only the 4G LTE (the Verizon Bionic phones) is using that particular frequency,
and I don't even know if this is available in your area (as I'm sure they
start with the major cities and gradually spread it throughout the country).
Although I'm sure the Verizon website has coverage maps.
