I have no idea if my neighbor's TV was plasma -
LCD TVs hurt as well. I was able to hear the audio
through the wall of the condo. Usually I felt the
pain first, then confirmed it was on by putting my
ear against the wall. I was not able to measure it
with an AM radio, or any other meter.

It baffles me that most of the folks on this site
watch TV at all. I can only use is a 7 inch, battery
operated, portable DVD player about 5 feet away. Most
of the time that even hurts.
