 All radio-broadcasting utility meters are not Smart Meters, per se.  So be sure which yours is in order to speak about it accurately.  They don't all broadcast at the same frequency, either.

There is a broad range of difference in how freuently lthe meters of different companies broadcast.  In our area, the electric company meters broadcast every 6 seconds.  In areas where the meters are piggy backed, the broadcast is essentially continual.  (Each meter picks up and rebroadcasts the signal from others near it, so that the signal from meters furthest from the company's pick -p location reach it.)
