You could try a couple of the 3-outlet "wall warts" sold at
Quantum Products ($29 each):

I find that even one of these plugged in near my bed helps
me sleep better. The company treats these in such
a way (magnetically? or something) that makes these have
qualities that the ones sold in the hardware store do not
have (even though they may look the same). I hesitate
to recommend the more expensive 5-outlet and 7-outlet
versions, as we've had a complaint here about the offgassing
on those particular models.

Of course, there are lots of much more expensive things
that one can try, but if you are homeless, I'm assuming
you don't have much of a budget to work with.

(also, if you having trouble sleeping, are you sleeping
on a mattress with metal springs in it? You may have
better luck sleeping on something without so much metal
in it, like a futon, a couch, a latex mattress, etc.)
