Hello Charles,

It could be but I don't think so because:

-I'm no good in France either (have been to Lille)
-I'm no good on the countryside in the Netherlands or England where emission is definitely lower than 3 V/m...
-I have no trouble in the centre of Brussels
(except one specific place "Atomium")
