In Europe it might be easier to find a Schaffner, but
be advised that even an expensive one might not solve
the problem. Try suggesting they plug into a power strip
with a switch so they can cut off the power at night and
not waste energy. If you can't sleep see if someone
can help you disconnect the neutral wire. A 3 phase
switch or breaker for the house is not cheap but
could solve the conducted power issue (if your plumbing
is isolated, which can be done affordably).

No idea if this could work but conceivably if you convince the power company
that
you want to start a big green house with electric heat
and need more power they will upgrade your service
and put you on a transformer not shared with the neighbor?
Some electric heaters (Softheat by Cadet) don't make
big magnetic fields and are good (if cleaned and preheated
and certain smelly parts removed) for those with EHS and MCS. Infrared
saunas also are popular.
