It would be on both but if you've done any screening
the electric should be gone (assuming your metal shields
are grounded...). At those low frequencies the magnetic
is much harder to screen. I think you may find that two
layers separated by at least an inch will help with the magnetic
part, although at 60kHz you are fighting a tough battle.
