Yes, that's what it sounds like. I assume you've eliminated
all sources of caffeine, and aren't taking too much iodine?
I'd still suggest looking at things like melatonin, inositol,
B vitamins, magnesium, calcium, etc.

For me, toxicity symptoms would be things like dehydration,
dry mouth, metallic taste in mouth, headache, flu-like
symptoms, etc. Quantum Products are good for relieving
these sorts of problems, but probably not for hyperactivity
(and might make hyperactivity worse).
