Dirty electricity, is the phenomenon, that other disturbing frequencies are
present other than 50 or 60 Hz.

A battery is DC current, so there are no frequencies involved. The frequency
ist just 0 Hz.
So it is impossible to transform dirty electricity into a battery.

So, no filter is needed.
