What ground are you measuring relative to?

If different parts of the house are grounded to different ground
rods, say, and one of them is near something that puts a lot
of current into the ground, that would explain it.
Again voltage does not matter, it's the gradient in voltage that matters.
I.e., places where the voltage changes rapidly from one place to the next.
8 volts sounds like a lot. Emil's advice is good...
