Unplugging Things

Do those of you who unplug or turn off the electricity
to your home at night live in quiet places?
I live in a small house in a densely populated, multi ethnic area.
I have had to put my bed in the living room because
the next door neighbors have six huge dogs who bark under my bedroom
windows 24/7. There are many people living in the small house,
and they all do manage to own loud trucks that roar in and out
all night.
So I have four sound machines, a couple of them near my bed.
But I also have ES. I wonder what methods of protection are
available that are affordable. Anything?
I don't know how much the sound machines bother me.
I know the landline bothers me terribly.
I cannot use a handset or a headset.
I am a senior who is housebound due to illness, by the way.
Point is: I am here all the time so improvements would be
worth it.
