Sure they do.
But there is a difference in quality.
They only make positive ions, not positive as well as negative ions.
The quality of the metal plates (electrodes).

Sure there is a lot of brown stuff.
It comes from normal tapwater, about 20-40 %.

Therefore we use distilled water.
I did a test with only distilled water, with some salt added (in order to
obtain the right Amps), and there was no brown stuff.
So all those different colors (for each person different) come from the
feet.

It is well known, that toxins do leave the body by the feet.
Therefore, taking a hot foot bath, with some soda in it may take some toxins
out also.

It is also known, that urine acid may leave the body through the legs and
feet.
If e person had trouble by climbing stairs, and has pain in the knees, it
may be, that the urin acid stays there.
There are homeopathic drugs to help that.

In the Bible, foot washing is mentioned several times.
They were no fools at that time.
They knew what they were talking about.
At that time, there were no ionic foot spas of course!
