scanning a new signal with spectran

Hi, Charles in particular,
I believe you have worked with the Spectran HF yourself, when producing
your newsletter?
Perhaps you can help me with some tips:

I usually scan my area with a RBW set to 3Mhz, in fact all my graphs on
my webpage are at that setting.
Today I noticed a new signal in the neighborhood, and I have a mild
headache to show for it.
So I probably have insufficient data logs to compare before and after.

I have 3 questions:

1. I don't understand why it shows up on Full (50 Mhz) and 1Mhz RBW, but
not on 3Mhz.

2. Can the signal strength be right? It seems very high, I have seen it
up to
8 dbM or 4.26 W/m2 at Full RBW,
(HF-6060 with the Hyperlog 7060 antenna attached.)
but it only reads -36 dbM at 1Mhz RBW.

The non-Peak readings are about the same levels.

3. Which RBW setting is going to be the most correct?

Perhaps I need to scan at all RBW settings to make better comparisons in
the future?
