The GrahamStetzer surgemeter is the only meter designed to read the
electrical pollution on a circuit. Dave has posted instructions about how to
build a meter, I believe, but some people who did it forgot it requires
filtering out the 50 or 60 Hz so that you are only reading the damaging high
frequencies.
If you have access to an oscilloscope and you filter out the 50 or 60
Hz, what you will be looking at will be the electrical pollution. We have
done this at our house and watched the pollution waveforms disappear as we
plugged in the GS filters.
