possible problem with square d safety switch

I rent a renovated small barn on a farm, outside is an outdoor square D
safety switch. In doing some experimenting of turning it off and on I have
come to the conclusion it seems my symptoms are worse when it is on. I also
hear a humming noise coming from the box, regardless if the arm is in the
arm position or not. Does anyone know what the purpose of this device is
and what it could possibly be doing that would affect me? Thanks.
