Yellow Bars on Utility Poles?

I was out and about the other day and noticed some type of yellow bar was being installed on utility poles.

This image isn't the greatest but gives an idea of what I'm talking about. This is a pre-bar pole and the yellow bars I'm talking about would be across the top bar and next bar that makes the T on the pole. Hope that makes sense!

What's anyone's take on this?
