The "final word" on filters for N. America?

Okay,

I don't know if there is a "final word" about them, however - unless
my imagination deceives me, I remember reading, not too long ago,
something about filters for dirty electricity.  

The Graham Stetzer filters were brought up of course...but then
someone, was it Bill Bruno perhaps? - said something along the lines
of G.S. filters not being ideal for Canada/the US because of the
nature of the dirty electricity we have here - maybe it was that the
filters don't work in a regionally appropriate range? There may have
been mention of something about a sine wave, too. Argh, I can't
clearly recall, now...

But what I'm trying to figure out, is are G.S. filters the best choice
for (in my case) Ontario, Canada, or are other sorts more appropriate,
and what are they?

Also, is the "microsurge meter" that is often sold with the G.S.
filters appropriate for measuring dirty electricity, or is its range
not regionally specific, either? If not, what would be recommended
instead? I know you can use an AM radio, but I like the concept of a
numerical readout, such as which the microsurge meter can provide.

Some clarification would be most appreciated. Thanks!
