Safer mobile phone

I've got notes about the strategy of Telecom Companies for medium and long term , that I strongly beleive.

There is mentioned about the Research of Electronic Companies, manufacturers of mobile phone devices, that is focused on safer mobile phone.

There's reported devices based on transmission via IR/UV waves ... I remember Ive seen months ago references to 'optoelectronic' (?) phone ...

I tried to browse in Patents' database but I got only one Patent: maybe, because I have not used right key words ...
anyone knows more ?
