Here is the email reply from SDGE. I replied that I want to know exactly how many times per day a signal is sent from the Meter to their station. This email seems to imply once her hour without actually saying so.

The state of California has asked all utilities to change out existing
electric and natural gas meters with new, digital smart meters as part
of its energy action plan. Smart meters and the information they
provide can help save energy on high-use days, keeping the lights on for
everyone. Smart meters can also help you make choices to save money on
your energy bill every day.
Smart meters are digital meters with two-way communication that send
energy use information to SDG&E. In the future, energy use will be
recorded every hour for residential customers and every 15 minutes for
business customers. This information can help you understand how you
are using energy so you can make money-saving and environmentally
friendly changes.
SDG&E customers now pay a flat rate for their energy. With a time-of-use
program, your smart meter could communicate your energy use to SDG&E and
you could be billed differently depending on the time of day. For
example, in the summer when air conditioning use is high, the peak
time-of-day use could cost more than during off-peak times, such as
later in the day when it cools down.
For now there will be no change in time-of-use billing. But in the near
future, you will have the opportunity to earn bill credits for reducing
energy use during peak times which could encourage you to conserve when
electricity use is extremely high.
