I emailed these folks and asked **Are these replacement analog meters CSA
approved and legal for use in Canada? Are your legal instructions
compatible with Canadian law?**

Their reply **The meters are approved and configured for USA. We have not
reviewed Canadian law for consistency. These meters are to correct
violations of law by power companies.**
