Perhaps the hotel you referred to was using solar tubes. These are
not a light bulb and involve no electricity. They use a tube that is lined
with amazingly reflective material to bring light down from above the roof into
the building. The bottom of the tube has a diffuser on it, and looks a lot
like a ceiling light bulb fixture.
The light is full spectrum, does not fade furniture, and the good brands
cause neither heating nor heat loss.
The downside is that they only work during daylight hours. Some
brands also have a electric light bulb inside that is used during hours of
darkness.
