Marc replied:
Hmmm, could be an electrical problem with the outlet the computer
is plugged into? Like it is not properly grounded. You could
buy an inexpensive outlet tester to see if it is wired correctly.

Whatever is wired together will naturally conduct throughout the entire
pathway. The easiest thing to do is to use a laptop computer on battery only.
Otherwise, when you put your hands on the keyboard/mouse you become part of
the circuit and whatever harmful high frequencies are in the building electrical
circuits, as well as those produced by the transformer in a power cord in
case of a laptop, will flow freely into you.
