Nobody can force you to have a RF broadcasting device in your private house.

Normally, the meter cabinet is housed in a wooden cabinet.
You are free to pack this cabinet, inside yoyr home, in aluminium foil.

If the utitily company still wnats broadcasting, the may place this meter in
a plastic cabinet outside of your house.
(A lot of these utility meters in France are placed inside a plastic box
against the wall outside of the house.)
