The kind of meter you are talking about is not what you need. And the
meter that is telling you there is no field by a switched-off fan is not what
you need, either.
There is no 60 Hz magnetic field by a fan that is not turned on, a lamp
that is off, etc. But there is definitely an electric field, if the item is
plugged into a live circuit. ES symptoms will result for most ES people
from exposure to the high frequencies of electrical pollution present in that
field.
