Have you considered installing power conditioners/UPS on your computer/tv to minimally protect those devices from damage? There are many types of these devices on the market. Has your power company run a tape on your power on your home? ie. Do 24 monitor to see fluctuations in voltage on a printout. American Power Conversion UPS, have software option where your PC logs all irregularities in your power. This could be printed out to show your power company how bad it is. Another option is finding a company that sells Oneac power equipment, since they usually have an OneaGraph (to rent) which gives details of all aspects of power including electrical noise on ground. So there are allot of options for getting an accurate printout of exactly how bad the power is in your home over time. You have a good start then if you are using surge suppressors. Sometimes it takes more people complaining before power company will do something if a problem exists in a housing area. So perhaps more people in your neighbourhood are also having problems, now prompting your power company to take some real action. If it was only yourself complaining, then the power company may assume it is a local problem in your home. They should be able to run monitors at your home for days on end, so they can see surges/brownouts at anytime of the day, so can catch those intermittent events. Computers can't tolerate too much electrical noise, which is the type of disturbance a neighbours appliance could deliver. Surge suppressor typically only stops high voltages from reaching your computer. Electrical noise from other appliances bypass surge suppressor, and only a good UPS or power conditioner can help that condition. Starting and stopping of electric motors like air conditioner or refrigerator is some of the worst type of electrical noise for computer. UPS is "Uninterruptable Power Supply", typically used in computer applications, bought at your computer store, of many different sizes based on watts your electrical device uses. A good size UPS for computer and monitor is a 400 Watt UPS or larger. Monitoring software & connector kit are then an option so you can monitor the power in your home using computer. You would need to let your sales person know you want monitoring software before choosing UPS model (some UPS do not support monitoring software). You may notice some benefit if you happen to own a Quantum Power conditioner, or any other EMF devices like SpringLife Polarizer, which one can place at the input power line into power panel in your home to help reduce electrical noise in your system. This may only help in a minor way to reduce ES symptoms and not control power surges/brownouts.
