Neighbor decides to install outdoor WiFi

@Sailplane.. your attachment won't open for me to see this unfortunate antenna, but I did move from a house where the neighbor behind us mounted a rooftop antenna - a white rectangular thing about 6x20" which faced my house.  I could block cell tower radiation with Reflectix, but nothing would block the low level radiation from that antenna and it made my covered patio unusable and the kitchen and a bedroom felt horrid.  The neighbor also claimed wireless experience - from the military, and said it was perfectly safe but never would say what it was for. Their satelliteTV antenna disappeared right before this antenna was installed and yet my husband and I could see that they were still getting DirectTV (poor reception with a uncentered-flipping picture).  I had looked up antenna laws then, and only if the antenna was at a height of over twenty-some feet was a permit or public notice needed.  It seems that those who wish to radiate us have all the power.

This just popped up in my back yard:

One in a million coincidence?.. Neighbor says he works in the wireless field.  

I can now relate to anybody who had a cell tower pop up next to their home.. the level is at least very low.

Anybody else had this happen?

That's strange you couldn't block it with anything??.. How were you measuring this?

What is odd is, it seems to be completely off, which would be great :).. But I still pick up static on the ed88 noise function that sounds just like it.  So, I don't know how these things work, maybe it's a repeater, and it's connected to the in home router and constantly sending a signal?.. But it's own station is off.. it does not even list. It has a network cable though, so it shouldn't need to get internet wirelessly to repeat it, unless the cable only provides power.
