I have occasionally got different readings in this house. I thought
the meter was faulty but I have tested it at other houses and have
seen average readings so it's no the meter.
What I don't understand is how a cottage on the same street could
have such different readings (in the 200's - still quite high).

Have you ever gotten a reading other than 1? If not, try it
at a friend's house in another neighborhood. Could be a
bad meter or dirty power coming in. Some Power Companies
may have power quality testers, but they normally use them
only for commercial customers. You could inquire.
