How do I ground to an outlet?

Now that the leaves on the trees have fallen the cell phone tower one
block away is blasting through my living room window. I have tried
hanging a silver mesh fabric and even grounded it outside to a 3 foot
long brass stack, but this just makes things worse. If I ground it to
an outlet and let it use the apt grounding system might that work? And
where would I get such a grounding plug, the hardware store? I have
alligator clips and plenty of plastic coating copper wiring but how
would I attach this to an outlet?

Buy a grounded extension chord, plug in one end
and cut off the other. Green wire is usually ground.

The so called ground in the receptacle is really
neutral and most likely riddled with noise.
Theoretically, you should be better off with the
stake.
