Health effects of cellphone towers

Would someone email me a short article documenting that in the United
States, it is illegal to consider the health effects of cellphone
towers when siteing these transmitters?

Google the Telecommunications Act of 1996.
I have seen it in there. I don't have time till next week to pull it up.
