GPS car tracking plus

Fist time I have heard of these GPS devices that track cars & enable a lender to turn off the engine if a payment is late. These are primarily used by sub-prime lenders.

Our newspaper did a story on them.
 I read in another article that

some new car dealers put these in to deter thefts.  This is the only article I could find with a picture. I'm looking for a tech article.

Most of us could not handle a test drive with this device on a car. Where are our rights?

Are you sure that most of us would not be able to tolerate such a device?
I've seen people say that the biggest problem with GPS units is NOT the
GPS receiver, but rather the Blutooth that comes with it.

For me it would be the Blutooth.

A GPS unit that can be used for tracking a car cannot be your usual GPS receiver. Most include a transmitter too.

Yes, I just looked this up.  It appears that there would be a cellphone network
transmitter associated with GPS tracking.  So your car would have a 2G or 3G
cellphone transmitter in it for the tracking function.  With the transmissions
either occurring "on demand" (when requested by whoever is tracking you),
or in some regular intervals.
