Friend with EHS needs temporary place to live

Hi I signed up because my friend has EHS and needs a place to live until he can get back on his feet because he no longer lives at home due to family issues. Is there any way this person could afford some type of trailer?  There is little in safe places, as smart meters are on every building and areas that allow opt outs are either big $$$ spots for the very rich or way too densly populated for us.  That's the route I had to go.
